
Speech given before signing of M.O.U. for Dianchi Lake Remediation (Jan 2009)
Honorable Mr. Qiu, it is a great honor to share this time with you and those assembled here.
RECON has over the past 20 years developed technologies to address environmental concerns worldwide. To date we have completed over 3,000 environmental clean-up projects throughout North America, South America, Europe, and Asia. We have operating companies in the United States, Israel, Canada, Saudi Arabia and now in China.
We are very excited about the possibility of working with this great team you have assembled to improve this beautiful lake known as “a pearl on the ‘Un Gwee’ plateau”. It is truly a beautiful place, and we would not take the honor or responsibility lightly of helping protect this lake for future generations to enjoy.
If given the opportunity, out goal with this project will be to restore the balance of the lake’s ecosystem. With the undertaking of this project the Peoples Republic of China is demonstrating to the world their commitment to the environment.
As I stated earlier, RECON has completed environmental projects throughout the world, and China’s efforts here put them on the forefront of environmental restoration. It is truly something the people of China, Yunnan Province, and the city of Kunming should be very proud of.
It would be a great honor to be a part of this effort, and if granted this honor and responsibility we will take it very serious, and our results will demonstrate that your trust in RECON was not misguided.

20 Years
RECON is celebrating 20 years of excellence. RECON was founded in 1989, in response to the growing need of hazardous waste remediation. Twenty-years later, we are still under the same management; having purchased several companies along the way to strengthen our technology base. We also have teamed with an investment partner who can help us to better serve our existing client base, introduce us to potential new customers in our core markets and geographies and assist us in expanding into new markets and geographies.

Bureau of Land Management Award
In September, RECON was recognized as part of the team that allowed El Paso Corporation to win the “Hardrock Mineral Environmental Award”. This award, given by the U.S. Bureau of Land Management (BLM) to companies that have an exceptional track record of meeting or exceeding Federal, State and/or local reclamation requirements.
BENCOR-RECON Joint Venture worth $93,252,000
RECON, in partnership with Bencor Corporation of Dallas Texas, was recently awarded a contract from the United States Army Corps of Engineers – Little Rock District in excess of $93,000,000. This geotechnical construction project includes installing a 705,000 square foot, 170 foot deep, concrete cutoff wall at the Clearwater Dam in Piedmont, Missouri.
In-Situ Fixation
Remedial Construction Services, L.P. (“RECON”) is pleased to announce that it has completed an acquisition of the operating assets in In-Situ Fixation, Inc. (I-SF). The cornerstone of the purchase is the patented Dual Auger® mixing system which allows for deep soil mixing to be optimized to thoroughly mix injected reagent(s) into a homogeneous state. Dual Auger®, with its various site specific auger design configurations (clay, silt/sand, sludge), has been proven to be one of the best soil mixing augers in the industry today. I-SF has utilized the technology since 1987, and the acquisition enhances RECON’s abilities in:
• In-situ soil treatment utilizing Bio-remediation
• Hot Air/Steam Stripping
• Iron Injection, and/or
• Solidification/Stabilization.
With the acquisition, RECON will hold four additional patents developed by I-SF. These patents will complement the three already held for soil and sludge solidification technologies by RECON
Recon Partners With Lindsay Goldberg to Recapitalize Business
RECON is pleased to announce it has entered into an agreement with Lindsay Goldberg (LG), a private investment partnership to take a majority equity position in RECON. The terms of the acquisition were not disclosed. Steven Birdwell, the current managing partner of RECON, will continue to own a significant interest in the company after closing, and will continue to lead the business.
“While our current team has far exceeded our growth and financial objectives, teaming with LG will give us the opportunity to better serve our existing customers both in the US and internationally, and will allow us to accelerate our strategy to become the most respected provider of technology-based construction services in the Environmental and Geotechnical markets,” said Steven Birdwell.
RECON was founded in 1989 to provide environmental remediation services for the Gulf Coast petrochemical complex. Since that time, RECON has successfully completed over 2,500 projects, and has established itself as a national leader in its industry.
